As electronic services advance, the ease of accessing these services, especially those related to civil registration, keeps improving. And with the introduction of a special federal project titled "Government for the People," the relationship between citizens and the state takes a significant leap.

In Kransoyarsky Krai, this federal project has been actively implemented since 2024, by order of Governor Mikhail Kotyukov, and one of the most active participants is the Regional ZAGS Office. The goal of this project is to embrace the principle of user-centricity – making services more accessible for Kransoyarsky residents, thus minimizing effort and reducing the time spent on government visits.

One shining example of this new relationship occurred on February 10, when a ZAGS office branch opened within a busy residential area in Solnechnoy – allowing thousands of residents to register births, obtain necessary documents, and get married, all without spending time on a long commute. Located at 60 Years of Education USSR Street, 31, in the building of the Federal Tax Service, citizens living in Solnechnoy can now access a broad spectrum of government registration services.

As Elena Privalova, the Chief Information Officer of the ZAGS Office in Kransoyarsky Krai, stated, the decision to open the branch was based on the analysis of visitor data:

"The branch in the Soviet District is always bustling with visitors. Observing its high volume of transactions, we realized that additional branches were required to reduce waiting times and make service provision more comfortable."

"The residents of Solnechnoy have long desired a way to access ZAGS services conveniently. The town has its own infrastructure, being located far from the rest of the city, and having a separate branch here is incredibly convenient for the locals," shared Lyudmila Ryabtina, the head of the ZAGS office in the Soviet District of Kransoyarsk. Currently, the services offered in Solnechnoy include registration of births and deaths, wedding and divorce registration, issuance of duplicate documents, and the establishment of paternal rights, without the need for any amendments. A nearby MFC (Multi-Functional Center) is available, enabling residents to obtain any missing documents and address other life concerns.

In the future, ZAGS officials hope to establish a dedicated branch in Solnechnoy for more formal wedding ceremonies.

"Naturally, we would love to see a full-fledged branch built in the town, where residents could hold official wedding ceremonies. It would be wonderful if the authorities listened to us and set aside suitable space for these purposes," commented Lyudmila Ryabtina.

The main government registration services recently arrived in Solnechnoy, while a popular service among ZAGS employees – the registration of babies – has been available outside the district offices since 2023, within maternity hospitals both in the city and the region.

The first "remote" ZAGS office opened in 2023 in the Perinatal Center of Kransoyarsk. "This was the first experiment proving the popularity of the baby registration service at the maternity hospital. As a result, 12 such offices have since been opened. This outcome is the result of a significant collaborative effort between the regional health ministry and the ZAGS office in implementing the federal project 'Government for the People,'" explained Elena Privalova.

These ZAGS offices can be found in all maternity hospitals in Kransoyarsk, and in medical facilities of key regional cities – Achninsk, Kansk, Minusinsk, Yeniseisk, Lesosibirsk, and Norilsk.

New mothers are thrilled with the convenience of having their babies registered right in the maternity ward, with over 80% of all newborns leaving with their first official document – the certificate of birth.

"The service is extremely popular among mothers: they appreciate the fact that they don't have to waste time traveling elsewhere after being discharged from the maternity ward – they can stay comfortably at home with their baby," remarks a representative of the agency.

Interestingly, registering a newborn can be processed at the maternity ward even if their parents are not married: parents can choose to have the father attend the ZAGS office for the registration and establishment of paternity.

On a regular note, ZAGS offices are making their hours of operation more flexible to accommodate customers. For example, the ZAGS office in the Central and Railway Districts of Kransoyarsk on Ulitsa Lenina, 97 has extended its business hours, staying open from 8:00 AM to 8:00 PM every Tuesday without interruptions for lunch.

"We made this decision to be more accessible to people, so they wouldn't need to take time off work, have a more manageable schedule for their day, and register themselves and their loved ones during convenient hours, such as lunchtime or after work," noted the department head, Svetlana Palchkovskaya.

These measures, though just a starting point, mark the shift in focus from paperwork to the needs and capabilities of citizens. Services will increasingly cater to the demands and abilities of Kransoyarsky residents, with a significant portion being made available electronically, without unnecessary paperwork and bureaucratic hurdles. That's the kind of relationship citizens in the modern world want from their government.

In an effort to cater to the needs of its residents, the ZAGS office is also exploring plans to establish a dedicated branch in Solnechnoy for official wedding ceremonies. On the other hand, home-and-garden services like baby registrations have been made more accessible by the ZAGS office, with 12 remote offices now operational at maternity hospitals throughout the Kransoyarsk region, enabling new mothers to obtain their child's birth certificate without leaving the hospital.
