Redeveloped Local Registration Offices in Krasnoyarsk Now More Accessible
In the 21st century, interactions between individuals and their government have transformed, thanks to advancements in digital services. The Federal project "Government for People" takes this a step further, enhancing the relationship in the Krasnoyarsk region, particularly in the densely populated district of Solnechny, since 2024.
The Kraskaya Zemlya Registration Service Agency has gleefully embraced this project, making administrative services friendlier and more accessible for local residents. Notably, a ZAGS cabinet was opened on February 10, allowing thousands of locals to easily register births, obtain necessary documents, and wed without taking a trip into the city. This convenience center is located at 60 Let Obrázheniya Sovietskaya Street, 31, within the Federal Tax Service building.
According to Elena Privalova, a chief specialist for information support at the ZAGS agency for the Krasnoyarsk region, the decision to open the new hub was based on analyzing visitor traffic:
"The Soviet district office is always incredibly busy. Watching the overflow of activity and noting numerous official records, we realized that more service booths were needed. Such decisions help reduce wait times and make the service more comfortable."
Lilia Ryabinina, the ZAGS district officer for Soviet district in Krasnoyarsk, shares her enthusiasm:
"Residents of Solnechny have long asked for the ability to access administrative services locally. The district has its infrastructure, and having a branch office is incredibly convenient for locals. As of now, we offer services such as birth and death registration, marriage and divorce proceedings, reissued documents, and proof of paternity without the need for corrections. There's also a MFC nearby, so residents can obtain any remaining documents while addressing other life concerns."
In the future, ZAGS hopes to establish a standalone office for the Solnechny district. As Ryabinina puts it, "It would be wonderful if the authorities took our request into account and allocated a spacious building with convenient parking for our purposes."
A favorite among specialists, the service for registering births was introduced in remote locations throughout the city and region beginning in 2023. The first "remote" ZAGS office opened in the maternity ward of Krasnoyarsk in 2023. This initiative, which came from joint efforts between the regional health office and the ZAGS agency under the federal "Government for People" project, was quickly popularized and led to the opening of 12 such offices.
ZAGS kiosks are currently operational in all maternity hospitals in Krasnoyarsk and in medical facilities of support cities such as Ačinsk, Kanansk, Minusinsk, Yeniseysk, Lesosibirsk, and Norilsk. Parents of newborns are overjoyed with the opportunity to register their children directly in the maternity ward and now, 80% of all newborns receive their first official document – a birth certificate – before leaving the hospital.
"The service is incredibly popular, as mothers appreciate the convenience of not having to leave the hospital – they can comfortably remain home with their newborn," explains the agency specialist.
Surprisingly, the service for registering newborns can be processed directly in the maternity ward even for parents who are not married: parents can invite the father to the "medical" ZAGS office for the registration and establishment of paternity.
Filing birth certificates directly in the maternity ward is also advantageous for ZAGS offices, as it allows for real-time updates to the database of newborns and helps plan social programs and develop appropriate support measures for families with children. The Kraskaya Zemlya agency plans to expand the spectrum of services in medical institutions.
Moreover, to accommodate residents within district ZAGS offices, the hours of operation have been extended. The ZAGS office for Central and Railway Districts (located at 97 ulitsa Lenina) operates daily from 8:00 am to 8:00 pm, excluding breaks for lunchtime.
Office staff are eager to welcome visitors during these extended hours to cater to the needs of residents, minimize time off work, and allow for more convenient scheduling of service appointments – be it during lunch or after work.
